What is a BIA?

A Business Improvement Area (BIA) is an association of commercial property owners and tenants within a defined area who work in partnership with the city to create thriving, successful and safe business areas that attract tourists, local shoppers, diners and even new businesses. This collective has the organizational and funding capacity to enhance the quality of life in its local neighbourhood and advocates for civic improvement for the benefit of all.

BIA Funding

If you are a landlord or business owner within the designated BIA area, then you are contributing money to the local BIA through a levy. This money is used by your BIA each year to make improvements to the local business district it oversees. Projects can range from street beautification to the launch of successful events to marketing initiatives to help bring visitors to the area.

About the Waterdown BIA

As Waterdown continues to experience explosive growth, the local BIA is committed to maintaining the quaintness and charm of the original village. We are working on several initiatives to bring in visitors so that local businesses can thrive. We are committed to local beautification and preservation of our heritage buildings, and we are exploring other initiatives to maintain the quaint village ambience that will help draw visitors to the BIA district.

WATERDOWN BIA – Board of Management

The Waterdown Business Improvement Area (BIA) is a designated business area within the village of Waterdown. It was designated in a by-law enacted by the former town of Flamborough. It is managed by an Executive Director, a nine (9) member volunteer Board of Management and the Ward 15 Councillor.

The mandate of the BIA is to beautify the BIA designated area. Promote business opportunities within the area, through marketing and promotion, streetscaping, seasonal decorations and special events promotion.

The Board is elected in the ‘Municipal Election Year’ and serves for the four (4) year council period. The next election will take place in October of 2018. (Date to be advised)


The Board of Management of the Waterdown BIA (Business Improvement Area) has approved the addition of an Associate Membership category for the BIA.

The mandate of the BIA is to provide advocacy, beautification, promotion, and preservation of the Village of Waterdown through successful public and private partnerships.

Associate Membership in the Waterdown BIA is open to any business located within the boundaries of the previous town of Flamborough.

Associate Members will be provided with the following services, for an annual fee of $275.00 (fee to be evaluated annually):

  1. Receive the BIA newsletter.
  2. Be included in the BIA Web Business Directory.
  3. Have the opportunity to participate in the Promotions section of the website.
  4. Participate in BIA events.
  5. Participate in promotions and advertising (most marketing initiatives and promotional events are subsidized by the BIA, reducing the cost to participate in the event).
  6. Attend Board meetings and participate on Committees.
  7. Attend the AGM (Annual General Meeting) as a non-voting member.

Associate Members do not have voting rights or the ability to be elected to the BIA nine (9) member Board of Management.
